Here are a bunch of screenshots from the working changes to forum module. I have to say I am proud and pleased that I solved all of the problems with doing this without changing anything other than the forum module itself.

Being able to have moderators in the default forum without having to give global right to the user brings the Drupal forum up to the level of its third party forum competition. After this just about every other feature is available by installing a contribution module.
